What is the sustainable mobility package?
The sustainable mobility package replaces the IKV or Bicycle Mileage Index. This allowance is offered by your employer and is not mandatory. In the case of the sustainable mobility package, the employer covers a portion of the travel costs for employees who use an alternative mode of transport.
The amount of this allowance is set by the company in agreement with the CSE (Social and Economic Committee), and is exempt from taxes and social contributions. Furthermore, its amount cannot exceed €500 per year per employee.
🔎Bicycle Mileage Allowance (IKV): An allowance whose amount is calculated based on the number of kilometers traveled by the employee; it was set at 25 euro cents per km.
Which modes of transport are covered?
- Personal bicycles (including electric)
- Car sharing as a passenger or driver
- Shared mobility services (scooters, bicycles, etc.)
- Public transport, excluding subscriptions
🚩 Note that the supporting documents for the use of these transports to be provided to your employer are defined by the latter.
Why such a measure?
In order to achieve its ecological transition, the sustainable mobility package was implemented as part of the Mobility Orientation Law project and was added to the Labor Code on May 9, 2020. This measure is governed by decree n°2020-541 of May 9, 2020.
An effective measure?
The results of the mobility package are rather mixed. On March 1, 2018, an interim report showed a 25% increase in the number of agents using their bikes daily to go to work. An ADEME evaluation, however, showed that the change in transport mode was rather small: only 5% of solo drivers switched to cycling to work.
